Hmm...Well the Gone series by Michael Grant involves gangs sorta. It's like superhuman Lord of the Flies. So yeah...the characters eventually consider themselves in gangs. I guess that counts.
Not sure if this will be your cup of tea but Simone Elkeles' Perfect Chemistry deals with high-school gang members - Spanish Blood Gang.
Try that. But I have to warn you, it is a romance which deals with the gang problem.
